Senior Citizens Week

ORDINANCE NO. 0402 S. 2006
(Proposed Ordinance No.1124 series of 2006)

ORDINANCE PROVIDING FOR THE CITY’S ANNUAL OBSERVANCE OF THE SENIOR CITIZEN’S WEEK, WHICH WOULD BE CELEBRATED ON THE 1ST WEEK OF THE MONTH OF OCTOBER OF EVERY YEAR.

WHEREAS, endeavoring to give recognition to welfare of the Senior Citizens, the President of the Republic of the Philippines declared that the 1st week of the month of October of every year shall be commemorated throughout the country as the Senior Citizens Week;

WHEREAS, moved by similar reasons, Philippine Congress passed into law R.A. 7432 and R.A. 9257 ( the original and expanded Senior Citizens Act) thereby putting premium on the contribution, role and welfare of elderly Filipinos and extending to them opportunities and benefits that give flesh to declared State policies;

WHEREAS, local government units, particularly our beloved city, should provide equal importance to the Senior Citizens, and pioneer the adoption of programs that would promote and encourage the role and contribution of the this sector in the city’s development in particular and nation building in general;

WHEREAS, providing our Senior Citizens the opportunity to be informed and experience running the affairs of the city government, in their capacity as counterparts of all elective and appointive city officials, would not only reaffirm the Filipino’s traditional high regard for the elderly, but also motivate and reinforce the Senior Citizen’s will to participate in the city’s developmental efforts.

NOW THEREFORE, BE IT ORDAINED AS IT IS HEREBY ORDAINED, by the Sangguniang Panlungsod, Caloocan City, in session duly assembled, that:

Section 1. Declaration of Policy- Pursuant to the State policy of caring for the elderly and every local government’s duty of promoting the general welfare of its inhabitants, it is herby declared that the city government of Caloocan City shall endeavor to motivate and encourage the Senior Citizens to contribute to social and community building, and to encourage their families and the communities they live with to value the tradition of caring for the elderly.

Section 2. OBSERVANCE OF THE SENIOR CITIZENS WEEK- The 1st week of the month of October of every year, shall be known as the “Senior Citizen’s Week of Caloocan”, and the city government through the Office of the Senior Citizens affairs (OSCA) in coordination with existing and/or accredited Senior Citizen’s organizations shall conduct an annual activity and celebration.

b) The observance of the Senior Citizens Week shall include at least five (5) days before, the appointment/designation by the City Mayor, through the recommendation of the Office of the Senior Citizens Affairs (OSCA), of counterparts of all elective and appointive officials, from among the registered individual senior citizens of their organizations and/or federations, provided that this shall cover all elective and appointive officials from chiefs of offices to department heads, for the duration of the week, they shall hold office as senior citizen officials and shall perform duties and conduct activities relative therewith or that which may be designed by the concerned city offices, provided that the services rendered by the counterparts shall be without any compensation.

Section 3. All ordinances, executive orders contrary to or inconsistent with this ordinance, are hereby repealed, modified or amended accordingly.

Section 4. – This Ordinance shall take effect immediately upon approval.
